Los Angeles Urban County Pre-Screening Tool

On February 17, 2009, the U.S. Congress enacted the American Recovery and Reinvestment Act of 2009 (ARRA). The ARRA is also known as a Stimulus Fund action designed to assist households and individuals that are negatively affected by the housing market decline and national economic downturn. In this effort to assist, ARRA establishes the Homelessness Prevention and Rapid Re-Housing Program (HPRP) that provides housing and homelessness prevention assistance to at-risk households and individuals who would otherwise become homeless. The HPRP also makes funds available to rapidly re-house persons who recently become homeless because of the national economic downturn.

This on-line tool is meant to help individuals and families take the first steps in determining if they may be eligible for L.A. Urban County HPRP funds, and where they should go to apply for assistance. By answering the on-line questions here as accurately as possible, you may obtain valuable information on whether you appear to be eligible and what to do next if you are.

If you are not eligible for HPRP funds, you will be given additional information on housing resources and County programs that may be of assistance.

Who does HPRP serve?

The County of Los Angeles is implementing the HPRP through several County departments, such as the Department of Public Social Services and Community and Senior Services. Eligible recipients must have incomes below 50% of the Area Median Income and live in the unincorporated Los Angeles County, or one of the 47 participating cities Opens new browser window or the two partner cities of Alhambra or Huntington Park.

Understanding that HPRP is not intended as a long-term solution, or permanent subsidy program, the program services were designed to meet the temporary needs of individuals and families who may find themselves homeless without this assistance. The intent of the program is to assist persons who need temporary assistance to obtain or remain in housing, and hopefully be able to sustain their housing once the HPRP ends.
