These are the eligibility requirements and benefits that may be available if you are determined to be eligible for HPRP services. To determine if you may be eligible and where to apply, please proceed to the Pre-Screening tool. Please be advised that this is only a preliminary determination of potential eligibility.
Basic Eligibility Requirements
Household income: 50% or below LA County Area Median Income (AMI)
Must reside in one of the following areas: the Unincorporated Area of Los Angeles County, one of the 47 participating cities, or one of the 19 cities that did not receive Federal or State HPRP funds (attached).
Must meet all the following criteria: homeless or at risk of homelessness, has no appropriate housing option, and the household lacks the financial resources and support networks needed to obtain immediate housing or remain in its existing housing.
30% Rent/Income Ratio, if there is income.
Financial Assistance
Financial assistance is limited to rental assistance, security deposits, utility deposits, utility payments, moving cost assistance, and motel/hotel vouchers.
An eligibility assessment will be conducted every three (3) months;
Rental Assistance cannot exceed the actual rental cost, and must be in compliance with HUD's standard of rent reasonableness.
Rental/utility arrears may be for a maximum of up six (6) months, subject to funding availability.
Moving costs such as short-term storage fees may be for a maximum of three (3) months or until the participant is in housing, whichever is shorter and subject to funding availability.
HPRP Required Information
Before coming into a participating County office to process an application for the HPRP Program, potential program participants need to make sure that they bring with them the following documents (as appropriate):
Birth certificates, drivers licenses or other identification for everyone in your household
Social Security cards for everyone in your household
Immigration status documents (green cards, passports, naturalization certificates, etc.)
Eviction notice
Rent receipt (last paid)
Notice of increase in rent from landlord
Any other letter from landlord
Past due utility bills
Notice of utility shut-off
Bank account statements
Pay-stubs
Copies of unemployment checks
Letter from employer/former employer
Proof that your self-employment income has decreased
Any other document you feel is important to show a decrease in your income
